গাজীপুর সিটি করপোরেশন তার সকল কার্যালয়গুলোতে ধূমপানমুক্ত পরিবেশ নিশ্চিত করতে প্রতিজ্ঞাবদ্ধ। এ লক্ষ্য বাস্তবায়নে ধূমপান ও তামাকজাত দ্রব্য ব্যবহার (নিয়ন্ত্রণ) আইন, ২০০৫ (সংশোধনী ২০২৬) এর প্রাসঙ্গিক বিধান যথাযথভাবে কার্যকর করার ওপর গুরুত্বারোপের পাশাপাশি গাজীপুর সিটি কর্পোরেশনের সকল অফিসে ধূমপান ও তামাকজাত দ্রব্য ব্যবহারমুক্ত পরিবেশ নিশ্চিতকরণের দাবির প্রেক্ষিতে সংশ্লিষ্ট অংশীজনদের সমন্বয়ে ধারাবাহিক উদ্যোগ গ্রহণ করা হবে বলে জানিয়েছেন গাজীপুর সিটি কর্পোরেশনের প্রশাসক মোঃ শওকত হোসেন সরকার।
সোমবার (৫ অক্টোবর ২০২৬) গাজীপুর নগর ভবনের সভাকক্ষে গাজীপুর সিটি কর্পোরেশন এবং ডেভেলপমেন্ট অর্গানাইজেশন অব দ্য রুরাল পূউর-ডর্প এর যৌথ উদ্যোগে আয়োজিত গাজীপুর সিটি কর্পোরেশনে তামাক নিয়ন্ত্রণ বিষয়ক মতবিনিময় সভায় প্রধান অতিথির বক্তব্যে তিনি এ প্রত্যয় ব্যক্ত করেন।
সভায় মূল প্রবন্ধ উপস্থাপন করেন ডর্পের তামাক নিয়ন্ত্রণ প্রকল্পের সমন্বয়কারী জেবা আফরোজা। তিনি বলেন, বাংলাদেশে প্রাপ্তবয়স্ক জনগোষ্ঠীর একটি বড় অংশ তামাকজাত দ্রব্য ব্যবহার করে এবং কর্মক্ষেত্র, পাবলিক প্লেস ও পাবলিক পরিবহনে বিপুলসংখ্যক মানুষ পরোক্ষ ধূমপানের শিকার হচ্ছেন। গ্লোবাল অ্যাডাল্ট টোব্যাকো সার্ভে (GATS) ২০১৭ অনুযায়ী, বাংলাদেশে প্রায় ৩ কোটি ৭৮ লক্ষ প্রাপ্তবয়স্ক তামাকজাত দ্রব্য ব্যবহার করেন। একই জরিপ অনুযায়ী প্রায় ৩ কোটি ৮৪ লক্ষ প্রাপ্তবয়স্ক কর্মক্ষেত্রসহ পাবলিক প্লেস ও পাবলিক পরিবহনে পরোক্ষ ধূমপানের শিকার হন। শতাংশে হিসেব করলে, কর্মক্ষেত্রের অভ্যন্তরীণ এলাকায় ৪২ দশমিক ৭ শতাংশ, পাবলিক পরিবহনে ৪৪ শতাংশ এবং রেস্তোরাঁয় প্রায় ৪৯ শতাংশ প্রাপ্তবয়স্ক পরোক্ষ ধূমপানের সংস্পর্শে এসেছেন। পরোক্ষ ধূমপান প্রত্যক্ষ ধূমপানের মতই ক্ষতিকর। ২০২৩ সালে পরোক্ষ ধূমপানের কারণে বিশ্বে প্রায় ১৭ লক্ষ মানুষের মৃত্যু হয়েছে বলে দ্য ল্যানসেট-এর এক গবেষণায় উঠে এসেছে। তাই প্রত্যক্ষ ধূমপানের মতো পরোক্ষ ধূমপানও স্বাস্থ্যের জন্য মারাত্মক ক্ষতিকর এবং এর প্রভাব থেকে কর্মক্ষেত্র ও জনসমাগমস্থলকে সুরক্ষিত রাখা জরুরি।
জেবা আফরোজা আরও বলেন, তামাক ব্যবহারজনিত রোগ ও অকালমৃত্যু দেশের জনস্বাস্থ্য ও অর্থনীতির ওপর বড় ধরনের চাপ সৃষ্টি করছে। প্রতিবছর তামাকজনিত রোগে প্রায় ২ লক্ষ মানুষের অকাল মৃত্যু ঘটে এবং তামাক ব্যবহারের কারণে স্বাস্থ্যসেবা ব্যয় ও উৎপাদনশীলতা হ্রাসসহ সামগ্রিক অর্থনৈতিক ক্ষতির পরিমাণ প্রায় ৮৭ হাজার কোটি টাকা। তামাক নিয়ন্ত্রণকে জনস্বাস্থ্য সুরক্ষার একটি গুরুত্বপূর্ণ অগ্রাধিকার হিসেবে বিবেচনা করে গাজীপুর সিটি কর্পোরেশনের এ উদ্যোগ দেশের অন্যান্য সরকারি ও বেসরকারি প্রতিষ্ঠানের জন্য একটি ইতিবাচক দৃষ্টান্ত হতে পারে বলে তিনি আশাবাদ ব্যক্ত করেন।
সভায় সভাপতিত্ব করেন গাজীপুর সিটি কর্পোরেশনের প্রধান নির্বাহী কর্মকর্তা (যুগ্মসচিব) মিজ তানজিলা খানম। তিনি বলেন, ২০২৬ সালের বিশ্ব তামাকমুক্ত দিবস উপলক্ষে প্রধানমন্ত্রীর বাণীতে উল্লেখ করা হয়েছে, “তামাক ও নিকোটিনের ক্ষতিকর প্রভাব থেকে শিশু-কিশোর ও ভবিষ্যৎ প্রজন্মকে সুরক্ষিত রাখতে সরকার বদ্ধপরিকর।” তিনি আরও বলেন, পাবলিক প্লেস ও পাবলিক পরিবহনে ধূমপান ও তামাকজাত দ্রব্যের ব্যবহার নিষিদ্ধকরণ সরকারের এ অঙ্গীকার বাস্তবায়নেরই অংশ।
আলোচনা সভায় বক্তারা বলেন, ধূমপান ও তামাকজাত দ্রব্য ব্যবহারমুক্ত এবং স্বাস্থ্যকর কর্মপরিবেশ গড়ে তুলতে জনসাধারণকে তামাকের ক্ষতিকর প্রভাব সম্পর্কে অবহিত করা, তামাক নিয়ন্ত্রণে গাজীপুর সিটি কর্পোরেশনের প্রাতিষ্ঠানিক সক্ষমতা বৃদ্ধি এবং সংশ্লিষ্ট সকল অংশীজনের সমন্বিত উদ্যোগ অত্যন্ত গুরুত্বপূর্ণ। একই সঙ্গে আইন ও বিধিবিধানের যথাযথ প্রয়োগ নিশ্চিত করার ওপরও গুরুত্বারোপ করেন তারা।
এ সময় ডর্পের পক্ষ থেকে জানানো হয়, গাজীপুর সিটি কর্পোরেশনের সকল অফিসে ধূমপান ও তামাকজাত দ্রব্য ব্যবহারমুক্ত পরিবেশ নিশ্চিত করতে প্রয়োজনীয় গণবিজ্ঞপ্তি, সতর্কীকরণ সাইনবোর্ড এবং অন্যান্য প্রয়োজনীয় উপকরণ স্থাপনে সমন্বিত উদ্যোগ গ্রহণ করা হবে। একই সঙ্গে কর্মীদের জন্য একটি স্বাস্থ্যসম্মত, নিরাপদ ও তামাকমুক্ত কর্মপরিবেশ নিশ্চিত করতে ধারাবাহিকভাবে বিভিন্ন কার্যক্রম পরিচালনা করা হবে।
সভায় গাজীপুর সিটি কর্পোরেশনের বিভিন্ন পর্যায়ের কর্মকর্তা এবং ডর্পের প্রতিনিধিরা উপস্থিত ছিলেন।
Gazipur City Corporation Committed to Ensuring a Tobacco-Free Environment across its offices
Gazipur City Corporation is committed to ensuring a tobacco-free environment to protect public health and safeguard citizens from the harmful effects of tobacco use. To achieve this goal, relevant stakeholders will undertake a series of coordinated initiatives to ensure the effective implementation of the relevant provisions of the Smoking and Tobacco Products Usage (Control) Act, 2005 (Amended 2026), as well as to establish tobacco-free environments across all offices of Gazipur City Corporation. This commitment was expressed by Md. Shawkat Hossain Sarker, Administrator of Gazipur City Corporation.
On Monday (5 October 2026), he expressed this commitment while speaking as the chief guest at a discussion meeting on tobacco control at Gazipur City Corporation, jointly organized by Gazipur City Corporation and the Development Organisation of the Rural Poor (DORP) at the conference room of Gazipur Nagar Bhaban.
DORP Tobacco Control Project Coordinator Zeba Afroza presented the keynote paper at the meeting. She said that a significant proportion of Bangladesh’s adult population uses tobacco products, while a large number of people are exposed to secondhand smoke in workplaces, public places, and public transport. According to the Global Adult Tobacco Survey (GATS) 2017, approximately 37.8 million adults in Bangladesh use tobacco products. The same survey found that approximately 38.4 million adults are exposed to secondhand smoke in workplaces, public places, and public transport. In percentage terms, 42.7 percent of adults were exposed to secondhand smoke in indoor workplace areas, 44 percent in public transport, and approximately 49 percent in restaurants. Secondhand smoke is just as harmful as direct smoking. A study published in The Lancet also found that approximately 1.7 million people worldwide died due to secondhand smoke exposure in 2023. Therefore, secondhand smoke is as harmful to health as direct smoking, making it essential to protect workplaces and public gathering places from its harmful effects.
Zeba Afroza further said that tobacco-related diseases and premature deaths are placing significant pressure on the country’s public health and economy. Approximately 200,000 people die prematurely every year from tobacco-related diseases, while the overall economic loss caused by tobacco use—including healthcare expenditure and productivity losses—is approximately BDT 870 billion. She expressed hope that Gazipur City Corporation’s initiative, considering tobacco control as an important public health priority, could serve as a positive example for other government and private institutions across the country.
The meeting was chaired by Tanzila Khanam, Chief Executive Officer (Joint Secretary) of Gazipur City Corporation. She said that the Prime Minister’s message on the occasion of World No Tobacco Day 2026 stated, “The government is committed to protecting children, adolescents and future generations from the harmful effects of tobacco and nicotine.” She further said that the prohibition of smoking and the use of tobacco products in public places and public transport is part of the government’s commitment to achieving this goal.
Speakers at the discussion meeting emphasized that raising public sensitization about the harmful effects of tobacco, strengthening the institutional capacity of Gazipur City Corporation for tobacco control, and ensuring coordinated initiatives among all relevant stakeholders are crucial for creating a tobacco-free and healthy working environment. They also stressed the importance of ensuring the effective enforcement of relevant laws and regulations.
At the meeting, DORP informed the participants that coordinated initiatives would be undertaken to install public notices, warning signboards, and other necessary materials across all offices of Gazipur City Corporation to ensure a tobacco-free environment. At the same time, various activities will be carried out on a regular basis to ensure a healthy, safe, and tobacco-free workplace for employees.
Officials from different levels of Gazipur City Corporation and representatives of DORP were present at the meeting.
