দুর্নীতি ও অর্থপাচারের জবাবদিহি
ঢাকা, ১৩ আগস্ট ২০২৪: প্রাক্তন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী জাভেদ ও তাঁর স্ত্রী রুখমিলা জামান চৌধুরীর নামে যুক্তরাজ্যে বিপুল অঘোষিত সম্পদের তথ্য প্রমাণ থাকা স্বত্ত্বেও দীর্ঘদিন সংশ্লিষ্ট কর্তৃপক্ষ কোনো ব্যবস্থা গ্রহণ করেনি। বিষয়টি বাংলাদেশ ফিন্যান্সিয়াল ইনটেলিজেন্স ইউনিট (বিএফআইইউ), দুর্নীতি দমন কমিশন (দুদক), সিআইডি ও জাতীয় রাজস্ব বোর্ড (এনবিআর)-সহ সংশ্লিষ্ট প্রতিষ্ঠানের, বিশেষ করে নেতৃত্বের পর্যায়ে দলীয়করণ ও অকার্যকরতার ক্ষুদ্রাতিক্ষুদ্র নজির হিসেবে উল্লেখ করেছে ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশ (টিআইবি)। দুর্নীতি ও অর্থপাচার নিয়ন্ত্রণ এবং সংশ্লিষ্ট অপরাধের সঙ্গে জড়িতদের চিহ্নিত করে জবাবদিহি নিশ্চিতের লক্ষ্যে প্রতিষ্ঠানগুলোকে ঢেলে সাজানোর কোনো বিকল্প নেই মর্মে মন্তব্য করেছে সংস্থাটি।
গত ডিসেম্বর থেকে সাবেক ভূমিমন্ত্রীর দেশের বাইরে অপ্রদর্শিত সম্পদের বিষয়ে সুনির্দিষ্ট তথ্য প্রকাশ ও ব্যাপক জনউদ্বেগ স্বত্ত্বেও কোনো ধরনের অগ্রগতি দেখা যায়নি। বিষয়টিকে চরম হতাশাজনক উল্লেখ করে গণমাধ্যমে প্রেরিত এক সংবাদ বিজ্ঞপ্তিতে টিআইবির নির্বাহী পরিচালক ড. ইফতেখারুজ্জামান বলেন, ‘গত বছর ২৬ ডিসেম্বর “হলফনামায় প্রার্থী পরিচিতি” শীর্ষক টিআইবির প্রতিবেদন ও “নো ইউর ক্যান্ডিডেট” ড্যাশবোর্ডের মাধ্যমে প্রকাশিত তথ্য এবং পরবর্তীতে গণমাধ্যমের প্রতিবেদনের ফলে সাবেক ভূমিমন্ত্রীর যুক্তরাজ্যে ২ হাজার ৩০০ কোটি টাকার বেশি বিনিয়োগ ও চলমান ব্যবসা সম্পর্কে দেশবাসীর পাশাপাশি সংশ্লিষ্ট কর্তৃপক্ষ অবগত হয়েছে। পরবর্তীতে টিআই-ইউকে এর অনুসন্ধানে বেরিয়ে আসা এ সংক্রান্ত সকল সুনির্দিষ্ট তথ্য-উপাত্ত, প্রমাণ ও নথি টিআই-ইউকে ও টিআইবির উদ্যোগে বিএফআইইউ, দুদক, পুলিশের সিআইডি, জাতীয় রাজস্ব বোর্ড ও অ্যাটর্নি জেনারেলের কার্যালয়ে পাঠানো হয় এ বছরের ৪ মার্চ। সকল তথ্য-প্রমাণ হাতে থাকা স্বত্ত্বেও সংশ্লিষ্ট প্রতিষ্ঠানের পক্ষ থেকে সাবেক ভূমিমন্ত্রীর বিরুদ্ধে কোনো ব্যবস্থা নিতে দেখা যায়নি। সরকার পতনের পর ও বিএফআইইউ এর প্রধানের পদত্যাগের প্রেক্ষিতে এ বিষয়ে সক্রিয়তা দেখা যাচ্ছে, যা ইতিবাচক বলে বিবেচিত হতে পারে। তবে প্রশ্ন হলো, সকল তথ্য-প্রমাণ হাতে থাকা স্বত্ত্বেও এতো দিনেও কেন ব্যবস্থা নেওয়া হলো না?’
টিআইবির নির্বাহী পরিচালক আরো বলেন, ‘এমন নিষ্ক্রিয়তা কি প্রমাণ করে না- সংশ্লিষ্ট প্রতিষ্ঠানসমূহকে দলীয়করণের মাধ্যমে অকার্যকর করে রাখা হয়েছিলো এবং প্রতিষ্ঠানসমূহের নেতৃত্বস্থানীয়রা এ অকার্যকরতার অনুঘটক হিসেবে ভূমিকা পালন করেছেন? বস্তুত অর্থ পাচার ও অপ্রদর্শিত সম্পদ অর্জনের বিষয়টিকে প্রকারান্তরে ক্ষমতার অপব্যবহারের মাধ্যমে বৈধতা দেওয়া হয়েছে। আশঙ্কার ব্যাপার হলো, দেশের আর্থিক দুর্নীতির তদন্তের দায়িত্বে থাকা সংস্থাগুলোকে দলীয় ব্যক্তিদের নিয়োগ, পদায়ন ও অনৈতিক সুবিধা প্রদানের মাধ্যমে করায়ত্ত করে দুর্নীতির করার সুযোগ তৈরি করা হয়েছে। মনে রাখতে হবে যে, সাবেক ভূমিমন্ত্রীর বিদেশে বিপুল অঘোষিত সম্পদ অর্র্জনের ঘটনা “হিমশৈলের চূড়ামাত্র”। ছাত্র-জনতার আন্দোলনের ফলশ্রুতিতে প্রত্যাশিত নতুন বাংলাদেশে রাষ্ট্রকাঠামোর আমূল পরিবর্তনের অপরিহার্য অংশ হিসেবে এ সকল প্রতিষ্ঠানগুলোকে আপাদমস্তক ঢেলে সাজাতে হবে। অন্যথায় দুর্নীতিমুক্ত , সুশাসিত, গণতান্ত্রিক ও জনগণের কাছে জবাবদিহিমূলক রাষ্ট্রব্যবস্থা প্রতিষ্ঠার স্বপ্ন অধরা থেকে যাবে।’

Accountability for Corruption and Money Laundering
Overhaul of the BFIU, ACC, and relevant institutions is indispensable: TIB
Dhaka, 13 August 2024: Despite substantial evidence of undeclared assets belonging to former Land Minister Saifuzzaman Chowdhury Javed and his wife, Rukhmila Zaman Chowdhury, the authorities have failed to take action for an extended period. Transparency International Bangladesh (TIB) highlighted this case as a clear example of partisanship and ineffectiveness within key institutions, particularly at the leadership level, including the Bangladesh Financial Intelligence Unit (BFIU), the Anti-Corruption Commission (ACC), the Criminal Investigation Department (CID), and the National Board of Revenue (NBR). TIB emphasized that there is no alternative to strengthening and comprehensively reforming these institutions to effectively combat corruption and money laundering and to ensure accountability by identifying those involved in such crimes.
Since December of last year, no progress has been made despite the disclosure of specific information regarding the former Land Minister’s undisclosed assets abroad and widespread public concern. Terming this highly disappointing, TIB Executive Director Dr. Iftekharuzzaman said, ‘On December 26 last year, following the release of TIB’s report titled ‘Candidate Profiles in Affidavits,’ along with the ‘Know Your Candidate’ dashboard and subsequent media reports, the public and relevant authorities became aware of the former Land Minister’s investments and ongoing business activities in the UK, totalling over BDT 2,300 crore. On March 4 of this year, through a collaborative initiative between TI UK and TIB, all specific information, evidence, and documents uncovered in TI UK’s investigation were sent to the Bangladesh Financial Intelligence Unit (BFIU), the Anti-Corruption Commission (ACC), the Police Criminal Investigation Department (CID), the National Board of Revenue (NBR), and the Attorney General’s office. Although the institutions have ample proof, they failed to take any discernible action against the previous Land Minister. Visible movement on this topic has only occurred after the government’s fall and the resignation of the BFIU head, which is seen as a positive indication. Nevertheless, the persistent inquiry remains: why was no action implemented sooner, despite the significant evidence?’
The TIB ED further stated, “the lack of action demonstrates that these institutions have become ineffective due to partisan influences, with their leadership exacerbating this ineffectiveness? In reality, the misuse of authority has legitimized money laundering and the acquisition of undeclared assets. The fact that, the government agencies are supposed to be looking into financial corruption in the nation have fostered corruption and have opened the door to corruption themselves by hiring, promoting, and providing unscrupulous benefits to party affiliates is a cause for concern. The former Land Minister’s enormous overseas assets accumulation that remains undisclosed is only the “tip of the iceberg,” as the saying goes. These institutions need to undergo a thorough overhaul as part of the drastic changes that the student movement and the new Bangladesh are projected to bring about. The goal of a state that is free from corruption, well-governed, democratic, and accountable will remain a pipe dream.”
